Planning permission rules are complicated and it is best to seek the advice of an architect or planner. However as a general rule of thumb planning permission is required if:

The extension is closer to a road or pathway than the original property
The volume of the house is increased by more than 15% or by more than 115 cubic metres
The extension is higher than the highest point of the original house
